ZIPAR and UNICEF launch publications on Zambia’s Mid-Year Budget Performance and Investment in Children

On 25th August 2026, ZIPAR, in partnership with UNICEF Zambia, launched the 2026 Mid-Year Budget Analysis and Debt and Children Policy Brief, providing evidence and policy perspectives on Zambia’s fiscal position and the implications for investment in children. The launch highlighted the opportunity presented by Zambia’s ongoing fiscal recovery and debt restructuring, while underscoring the need to translate available fiscal space into improved public services and better outcomes for children.

On 25th August 2026, ZIPAR, in partnership with UNICEF Zambia, launched the 2026 Mid-Year Budget Analysis and the Debt and Children Policy Brief, providing evidence and policy perspectives on Zambia’s fiscal position and the implications for investment in children. The launch highlighted the opportunity presented by Zambia’s ongoing fiscal recovery and debt restructuring, while underscoring the need to translate available fiscal space into improved public services and better outcomes for children. Under the G20 Common Framework, approximately US$11 billion in debt was restructured, creating an estimated US$5.8 billion in spending relief. However, rising wage bills and debt-service obligations continue to constrain operational spending in critical sectors, including health and education. The discussion highlighted the need for fiscal resources to translate into tangible investments in education, healthcare, nutrition, water and sanitation, and social protection. Existing interventions, including free education, expanded school feeding reaching 4.6 million learners, and social cash transfers, were highlighted as important measures in supporting children and vulnerable households.

The publications were formally handed over to Government for consideration in the development of the 2027 National Budget, the 2027–2029 Medium-Term Budget and the Ninth National Development Plan. The evidence presented raises an important policy consideration: How can Zambia maximise the opportunity created by debt relief to strengthen investments in children and secure improved outcomes for current and future generations?
