The Zambia Institute for Policy Analysis and Research (ZIPAR) is the leading think tank in Zambia, with an international renown. To support the Executive Director in engaging effectively with stakeholders to promote evidence-based policies in Zambia, sustainably, ZIPAR is seeking a dynamic and experienced individual to fill the position of Research Fellow II – Macroeconomics.

Job Purpose:

Reporting to Research Fellow I, the successful candidate will develop, coordinate, and conduct policy analysis, research, and economic modeling on a broad range of public economics, political economy, and cross-cutting issues relevant to Zambia’s socio-economic development. The role also involves influencing public policy through proficient and timely advisory services, capacity building, and training to address critical policy reform challenges. The incumbent will generate and synthesize empirical evidence, providing policy recommendations through various dissemination and policy dialogue platforms.

Key Responsibilities:

  • Conduct and coordinate research projects, translating findings into practical policy implementation.
  • Perform economic simulations to determine the economy-wide impacts of policy shifts and economic shocks.
  • Draft and edit policy documents, research reports, policy briefings, memoranda, literature reviews, and user-friendly versions of research findings.
  • Oversee the organization of events and seminars, including policy briefings, consultative workshops, and deliberative forums.
  • Collaborate on fundraising efforts, including writing proposals for core funding, consultancies, and external research funding.
  • Develop and manage budgets and work plans aligned with ZIPAR’s strategic plan.
  • Prepare ZIPAR quarterly and annual reports.
  • Support dissemination activities of ZIPAR’s research outputs.
  • Engage in media work, such as writing press releases and drafting media articles.
  • Publish research findings in peer-reviewed journals and other relevant outlets.
  • Represent ZIPAR at national, regional, and international events as requested by the Executive Director.
  • Participate in ZIPAR research meetings, seminars, workshops, and other necessary meetings.
  • Supervise and mentor junior researchers within the Unit.
  • Review and proofread reports and working papers.
  • Regularly engage in professional development opportunities.
  • Assist other researchers with tasks, including data entry, field research, statistical analysis, and presentation preparation.
  • Develop and maintain a network of contacts in government, regional bodies, development partners, academia, the private sector, and civil society.
  • Manage project development work and maintain relationships with existing funders.
  • Maintain customer relations.
  • Support general fundraising activities for ZIPAR.
  • Supervise Associate Researchers.
  • Respond to ad-hoc requests from the Executive Director, Senior Research Fellow or Unit Head, clarifying needs and optimizing research utility.

Required Attributes and Competencies:

  • Strong grasp of economic theory.
  • Excellent knowledge of the Zambian economy and current social and economic policy issues.
  • Proven skills and experience in conducting both quantitative and qualitative research.
  • Demonstrable ability to conduct economic modeling and simulations.
  • Superior technical writing and analytical skills, capable of producing publishable articles and reports.
  • Excellent communication skills, both written and oral, in English.
  • Ability to present research findings in various formats for diverse audiences.
  • Proficient IT skills, including Microsoft Office, statistical packages (SPSS, Stata, R), and internet research tools.
  • Proven project management and team leadership skills, with the ability to manage multiple projects simultaneously.
  • Keen attention to detail and the ability to prioritize tasks in a fast-paced environment.
  • Ability to organize consultative, dissemination, and training events, such as seminars, workshops, expos, briefings, and validation events.
  • Demonstrable leadership and team management skills, with the ability to work independently and collaboratively.
  • Excellent interpersonal skills and the ability to build positive relationships internally and externally.
  • Self-motivated, creative, organized, and committed to personal and organizational excellence.

Qualifications and Experience:

  • Grade 12 Certificate or equivalent.
  • Master’s degree in Economics, Development Studies, or a closely related field.
  • A publication attributed to the candidate is an added advantage.
  • Members to relevant professional associations including Economic Association of Zambia (EAZ) is an added advantage.
