ZIPAR Launches the budget analysis toolkit

Delighted to have launched the ZIPAR Budget Analysis Toolkit on Wednesday at Sandy’s Creation Resort in Lusaka. The Toolkit aims to equip Permanent Secretaries (PSs) and Members of Parliament with the basic skills for analyzing and reviewing the Budget and interpret the results of the analyses conducted by others. At the Wednesday event which was followed by a capacity building seminar attended by 51 PSs, Deputy Secretary to Cabinet Mr. Siazongo Siakalenge who graced the occasion expressed hope that the PSs will be better equipped to not only scrutinise the national budget, but also the various analytical work on the budget which they are constantly exposed to. Speaking earlier the UNDP Resident Representative Mr. Lionel Laurens stated that the Budget Analysis Toolkit that formed the basis for the training represented a synopsis of the home-grown learning and experiences gained over the recent years of in-depth policy and budget analyses making direct contributions to evidence-based development policy formulation, implementation, and monitoring and evaluation. He thanked the Cabinet Office and ZIPAR for organizing the workshop. And the ZIPAR Executive Director Dr. Herrick Mpuku said that one of the most crucial roles played by controlling officers was ensuring enhanced internal control systems to promote greater transparency and accountability in utilization of public resources.
